/usr/local/etc/openldap/ldap.conf is the OpenLDAP config file.  A "man  
ldap.conf" (or "man 5 ldap.conf") should get you more info on it.

The /usr/local/etc/*ldap.conf files belong to the PADL PAM/NSS LDAP  
stuff (probably), and are a different beast.  Copy one of them to /usr/ 
local/etc/ldap.conf and have at it.  Who knows why the PADL Software  
folks decided to add to the confusion by naming an incompatible file  
the same as the OpenLDAP config file?
