[MLUG] fastest way to upload files to server

Suppose I'm going to be in a bunch of different internet cafes in foreign 
countries and I want to be able to post photos on my web site.  I find 
that scp is slow, so I'd like to have a better way to upload to the server 
than scp.  I'll be paying by the minute.  If it involves logging in, it 
has to be secure/encrypted.  What's the best solution?  I don't care if 
people can see my files, just not my password.

Anonymous ftp might be good.  Is that still considered reasonably safe if 
configured properly?

From the client end, I'd like to have something that can run from a flash 
drive on Windows.
