A really quick Google of gpg found this link to Windows apps: http://www.gnupg.org/related_software/frontends.html#win  some of which claim to be plug ins for Outlook.

I use WinPT as a front end to gpg on my work laptop, but I use for Gmail via FireGPG not Outlook. Its interface with GPG is pretty good though.
