That seems to be a false memory. Octave is the one that uses gnuplot.
By the way, much to my amazement (when I found out a few years ago),
gnuplot has nothing to do with GNU and it doesn't even have a GPL
compatible license:

Despite gnuplot's name, it is not part of or related to the GNU system
(hence the decision to use a lowercase 'g') and it is not distributed
under the GPL. However some GNU packages do use gnuplot.
The title of this program was originally chosen to avoid conflicts with
a program called newplot, and was originally a compromise between
llamaplot and nplot.
However, R is GPL 2+. The graphics engine is just once piece of the
larger system. I recommend this book:
