I installed apt-build and used dpkg-reconfigure to set the options for
make as -j3. It still is compiling the package I want compiled (Octave)
using only one thread. Either I didn't set something correctly or it's
just not working properly.

Yeah, the hiccups sent me to Debian as well. I'd been happily running
Gentoo for a couple of years until all of the internal politics with the
devs started to cause a mess in the OS. There was no 2007.1, some
packages were very delayed in being updated, and there were some
obviously broken packages getting into stable (libexpat-2.0 ring a
bell?) Also, my main computer is getting on in years and compiles were
taking longer and longer, so all the signs pointed to go elsewhere. I
certainly do miss the flexibility of Gentoo, though. Maybe when the devs
get things back in order and I replace the socket 939 X2 4200+ with a
nice dual-CPU workstation with a bunch 'o cores, I'll go back.
