Sounds like the Java Mobile platform stuff. That's supposed to be
pretty portable, although I will note that Google (in particular)
seems to customize somewhat for different devices. Shouldn't probably
matter for a simple food intake thing.
Another way to go, for smartphones with web browsers, would be for him
to "ping" them via email and have them go to the (bookmarked)
simplified web form on a server. I guess a downside of that would be
that he might be trying to use the cell phone thing as a way to get an
"immediate" response, so maybe using something that could be reached
by any web browser wouldn't work as well. (People would wait until
they got home or whatever.)
There is a lot of work going on in online experience monitoring
research in psych; you could also search for "experience monitoring"
and see what pops up.
