Because you don't have to pay the "Microsoft Tax." It's Dell's way
of acknowledging that not everyone wants Windows without violating
Microsoft's terms - without which, they'd get fewer discounts on
volume licensing of Windows.
You wipe the hard drive and install Linux. That's what you'd do anyway.
