Because you don't have to pay the "Microsoft Tax." It's Dell's way
of acknowledging that not everyone wants Windows without violating
Microsoft's terms - without which, they'd get fewer discounts on
volume licensing of Windows.
You wipe the hard drive and install Linux. That's what you'd do anyway.

But they come with "FreeDOS" which is, what exactly? So I look it
up and see that it is MS-DOS compatible. No one wants that! Maybe
they have agreements with Microsoft that prevented them from
selling Notebooks with Linux on them.
What we really need are Linux drivers for the notebooks. Right? I
can't see how FreeDOS helps us.
