That's not what it says there.  You make it sound like he did something
wrong but the article says that he was "cleared of wrongdoing."  You also
imply that he was receiving money from some source, but the article you
cite only says that The Globe alleged that he was "misusing" public travel
funds to attend IT conferences -- but what was their evidence for
"misuse?"  Is the state CIO not supposed to attend IT conferences using
state travel funds?

You can use google and find one that you think is unbiased yourself if
you dont like these. What it boils down to is that OSS supporters paid
for trips to Japan, Brazil, Ottawa, San Francisco while he was backing
a huge move to OSS. You cant tell me that on the surface it isn't a
conflict of interest.  It is very similar to the golf junkets a
senator is serving time in jail for right now.
