It might be anti-Microsoft for no other reason than that Microsoft is an
extremely powerful company that was dominating computing choices in the
state. In other words, if he is in favor of freeing the state from
corporate control, he'd have to be anti-Microsoft on some level. Why else
would he be against Microsoft? To say that someone is anti-Microsoft
makes it seem like they have a bias.
Peter Quin has stepped down from the roll as CIO after it was found out
that he had taken numerous free trips to speaka bout OSS all over the
world.

That's not what it says there. You make it sound like he did something
wrong but the article says that he was "cleared of wrongdoing." You also
imply that he was receiving money from some source, but the article you
cite only says that The Globe alleged that he was "misusing" public travel
funds to attend IT conferences -- but what was their evidence for
"misuse?" Is the state CIO not supposed to attend IT conferences using
state travel funds?
