Interesting article .. last month's news but still worth reading:

So the basic spy problem seems to be that they need massive networking and information sharing within and between cooperating agencies, but they also have to keep things top secret. Having focused on secretiveness, they aren't so good at sharing. That has to change. But you have to realize that they also don't like sharing information because every spy wants to be the hero -- they don't want to give up their ideas to someone else who might steal the glory. So the CIA and FBI should be cooperative but they really don't want to cooperate! This may be the root of the problem.
