Have you seen the HBO special?  If not at the end of it they did a test 
on Diebold scanners.  It took a "hacked" pcmcia card that was supposed 
to only have data on it but does have an executable to throw the results.
I think we should use open source software with off the shelf machines.  
You could even use receipt tape for a paper trail.
