Not being one to pass up the cynically obvious, could it be the calls
are secretly made by the opposition, to piss people off? (I am willing
to bet it happens)

I have never heard of anything like this happening. I do know that
campaigns love autodialers and phone banks due to the cost
effectiveness of such programs. I have seen email from both Talent and
Mccaskill asking for volunteers to man a 72 hour phone bank until
Tuesday.
Another thing you have to look at is in these one on one calls (non
autodialer calls)the campaign staff can say whatever they want about
the opponent with ever little chance of it ever being fact checked.
Don't believe me, next time someone calls you ask them about their
opponents stance on a hot button issue.
