If you are not concerned about AGP vs. PCI-E, then you can certainly get and AGP with DVI output for less than $30.

Otherwise, the cheapest PCI-E you can get is about $35.00

That's a great price. TigerDirect had it for $45. So I'm going with NewEgg on that one.

I've finished making my choices. Thanks to everyone for the tips. I ended up buying a locally-packaged machine that had a little less power for a little more money but they will do all the work of putting it together and they'll have it for me in a day or two. I need that at this point because I'm running out of time -- I leave in a week.

But, I'm adding the PCI-E card with DVI out, and I am buying the Hanns.G monitor because they had it at PCConnection for $109 after rebate. Things of read lead me to believe that it is a good monitor. None of the Samsungs, etc., were competitive. I guess I'm taking a chance, but if no one takes a chance, how does a good new company break into this market?

I have to assume they will actually give me the promised $120 in rebates:

I'm having them ship it overnight.
