A guy I know that has worked as a staffer for those people tells me
phone calls are all but ignored. Best to send a real letter and second
best to send an email.
I can tell you that in most cases email makes the smallest impact and
often serves as more of a nuisance, especially when someone gets the
EXACT SAME EMAIL 8,000 times a day (most of them coming from
non-constituents).
Calling in seems to get the most direct response.
