No, but you see a spike in partisanship when the "eyes of America" are on the 
politicians as they bid for re-election. That is intended to polarize the 
voters and get them to commit to one side or the other instead of being 
a "swing" voter. That's why you see all of the really controversial stuff 
somewhat before the midterms and then again ~6 mo. before the presidential 
elections.

Well, how about Google and Microsoft being against this bill and Sergey, Brin, 
and Bill give a bunch of money to the Democrats? Money talks to ANY 
politician; it cares not what party they're from.

For a lot of things, the status quo is the best solution. "If it ain't broke, 
don't fix it."
