If you use the same logic for windows most people might install one out of four patches that are released after checking to see if that effects them. The majority of people will do what I do and just apply all the updates that come out "just to be on the safe side".


I see your point. If it's just a desktop machine, it might be easier to reboot it than to figure out if it is worth rebooting it. In a server environment there are a lot more reasons not to reboot than on a desktop. You might have an average of 30 people running jobs at any time and you might not want to kill all those jobs. My comments originally were more about a server environment where you have a sys admin taking care of everything. I think the original article was about that too.
