Here is another article on the subject. A little different in that it
mentions Asia and not Africa and was released almost 2 years ago.

I can't believe Microsoft is increasing this program, no wonder their
stock has been tanking lately.

One thing that's funny about it is that WinXP is probably widely pirated in any country where they will try to sell XPSE. It probably sells for about $1.

Otherwise it is a typical plan to sell a hobbled version at a lower price.
But how low is the price?  Apparently, MS hasn't made the announcement.
