Yes MoreNet supplies the bandwidth but they do not own the IP's. 

UM System class B: 207.160.0.0 - 207.160.255.255 but owned by MoreNet
UMC class B: 128.206.0.0 - 128.206.255.255
UMHC class B: 161.130.0.0 - 161.130.255.255 but owned by UMC
MoreNet class B: 198.209.0.0 - 198.209.255.255

From what I can tell MoreNet owns at least these two IP blocks but I 
can not tell how many more.  If you know of how to find out how many a 
company owns then let me know.
