What's the best program for editing MP3 files?  I just want to chop off 
the end of a file.  Maybe it's possible to just chop off the end of the 
file using some binary editor.

mp3split should do the job nicely.

Could you use mplayer in terminal mode outputting to a file of your choice and 
have it stop at x/total bits in the file? I have used a script that uses 
mplayer to dump a WMA file to an arbitrary output and then re-encode to OGG. 
I bet you could play around with mplayer and get it to work.
