I guess that I am having a brain fart...
What I did was as root:
# /etc/sysconfig/apache2
That is where I got the error that permission was denied.

What do you mean by running the file - it's a configuration file, not a
file you run.
When you make changes to those files run suseconfig as root to apply any
changes.
