Long ago you used to have to specify extensions of file types to be
handled by the server (and indeed preparsed for ESSI, PHP, and the
like). I don't know if that's still true, but if it is, do a search for
.htm .html and the like in the conf to see if other extensions are
clustered in a category like that and lacking .php.
