I really like PuTTY because it's installer-less; that is, you download
an executable and that's what you run.  No installation, no dlls,
nothing.  Very low-impact if you're a 'guest' on a machine but amazingly
full-featured.  I believe it does leave behind a few small
auto-generated configuration files in a user's Windows profile but
that's not really a big deal.  It's also perfect to put on a keychain
USB flash drive because it can run right from there.

In terms of file-transfer via 'scp' and the like, I've been using
FileZilla for some time now and love it.  It's not lightweight like
PuTTY, but it's got a nice interface and talks all types of secure file
transfer protocols.
