The menus/panels are very configurable.
As far as the global default configuration - I'm not sure. KDE stores
most (all?) of its settings in ~/.kde, and you could probably copy a
configured copy of this directory into your skeleton directory so that
new accounts get it by default, but I have never done that myself.
Apparently, KDE uses the freedesktop.org standard.. (which I know little
about)..but this URL should provide some insight.

I notice a couple other URLs which advocate simply copying the .kde
directory manually...so looks like you have some options here.
