i've seen indexing scripts that will allow upload/download of
files...but, generally the directories need to be pathed in the
webserver configs. that makes security a bigger issue, i would think.

does it need to be web based? winscp or other secure ftp app would do the trick.

i've seen scripts that rely on the machine user for authentication.
you might be able to hack through the source and combine a decent
indexing script with an authentication script.
