nagios might work for some of what you're thinking of.  At the very 
least, I'd look at nagios for server monitor.  http://www.nagios.org/

I've got it setup to send an email to my sprint email address, and then 
sprint configured to SMS me when there's a problem.  Course, the 
configuration takes a while to get right initially, but it works great 
when it's there.  And, if you've got a palm phone with wireless or 
similar, you can connect to the sprint to download email via pop.
Anyways - check out nagios.  It's also extensible, as you can create 
your own plugins, monitor multiple servers, etc.
