I'd go for the 9 years, with 8 suspended.  But then put 'em in for the
rest of the suspended sentence if they so much as cheat in an online
game room.  Even the 1 year would be fairly unprecedented, but I'm
willing to bet a lot of stupidity would dry up REAL FAST if it were
made clear that cracking for cash would get you real time.

And I think this is basically the same way to go with identity theft:
10 year sentence, all but 1 suspended, but don't even try to use a
fake ID to get into a club ever again.  Right now, we have an epidemic
of identity theft precisely because the cases are seen as futile and
not worth the credit card companies time.  When theft is treated like
theft, you'll still have some people stealing, but a lot of the most
abusive serial offenders won't be around to make the situation as
extreme as it's gotten now.
