Exactly!!!!

Those who have provided (TO THE PUBLIC'S KNOWLEDGE) access to wireless 
as either a community service (Libraries, Downtown Merchant's 
Associations, Commerce associations, etc), or as an incentive draw to 
bring customers and therefore more business (The Cherry Street Artisan, 
Panera, etc, etc, etc)  are exempt from this discussion.

They've made their wishes to share that connectivity (sometimes with 
caveats of course...gotta buy a latte or sommat) give you full rights to 
utilize the service they've provided.

It's those who's networks which are left unprotected out of ignorance, 
laziness, (OR AS ANY LINKSYS OWNER KNOWS, ==>USUALLY OUT OF 
DESPERATION<== BECAUSE THEIR SECURITY CONSTRUCT IS SO POORLY IMPLEMENTED 
IT MAKES THEIR NETWORKS ALMOST UNUSABLE TO THE OWNER) that are really 
under discussion here, and you've no right to assume their wishes.   The 
burden of responsibility is on you to ascertain their wishes concretely.
