That would be difficult to keep up and maintain. I think they pull
location information from whois or the RADB.

Me either...it correctly reports one of addresses, 65.240.141.160 as 
being in Columbia, MO, but even a traceroute only gives KC as a closest 
obvious hop except for "carfax1-gw.customer.alter.net" which would 
almost have to be entry specific.

Perhaps a database of each provider's backbone and border routers?
