It knows that U Minnesota IP addresses are in Minneapolis, MN, but when I
enter my cable modem address, it only knows that I am in the USA. When I
go to "map it," I am shown a world map with cross hairs on Washington DC.
I guess the program places the IP in the capital of a country when it
doesn't have better information about the specific city.
