That's because SAM does some irritating things. For example, before you can download any file, it first makes a copy of that file in a temporary space, then you download THAT. Now imaging that you're downloading a 300MB file...
The link you posted is broken, due to the comma. How about:
https://only.missouri.edu
Using HTTPS allows you to connect and authenticate from off-campus as well.
