Actually, what makes it legal for you to use the client is the fact that the software is licensed to MU by our agreement with Cisco. We confirmed with them that you could even take your laptop to Iraq, so long as you don't knowingly distribute the software or allow others to use it. For normal use - e.g. connecting to the University - there's no question.
As for distributing the Linux client, everybody send an e-mail to Theresa Blackwell. She is in charge of LaDS, who is responsible for the downloads section of SAM and who would be responsible for supporting the Linux client if we decided to distribute it.
In any case, a 2.4- and 2.6-compatible version of the Cisco VPN client is available here:
