Probably because the CompSci departments don't teach Perl.
Also, because lots of other "enterprise" applications run in a Java environment,
and they have Java talent around elsewhere in the organization, more than Perl
talent. And some nice people from IBM or BEA will take your senior executives
out to lunch or a round or two of golf and sell you a piece of paper that says
that while you think you can sue them if something bad happens to you using
their software, the fine print clearly disclaims any fitness of purpose.

The Perl folks are just up front about telling you that you'll get the quality
of support that you're willing to pay for, same as the commercial guys, but with
the one exception that if you don't need any support, or are providing your own,
you still get to use the software for free if you want to.

It's also the same reasons there are lots of abandoned VB Client/Server bio apps
around.

It also helps thin out the bad smells starting to come from the EJB
architectural "investments" that companies started in the dot-gone and B2B eras.
