That number is caused by this "solution":

They know they have 99% MSIE users because their logs say they do, thus they develop so you have to use MSIE, so people tell their browser to pretend to be MSIE, which shows up on their logs as MSIE and adds up with those who actually do use MSIE to 99%. It's a vicious cycle.
