Your theory is correct. Supposedly, the university is an IE campus. Therefore, the guy who develop the site figured to make it strictly for IE users. He chose not to account to for the small percentage of users who use other browsers.

My theory was that the author was lazy and he didn't want to test other
browsers, so he tested the page with IE 6 and then forced everyone to use
IE 6.
