Why not install PHP on your IIS server and use one of the many free, high
quality PHP suites available. There are webmail and full groupware suites
that are of high quality and well tested.

But then you have the Java overhead. Just how much traffic are you
expecting? PHP and mysql are so fast out of the box on a modern machine,
you'd have to be talking about a fair bit of traffic before it became an
issue. Even then, you can always opt for some of the Zend stuff to add
further caching / optimisation if needed.
If you have a box available now, I'd be firmly in favour of moving your mail
over to something running postfix, cyrus and amavis. You could even be
creative adn store user details in mysql or ldap, but if it's a small number
of users that's not really necessary.
Either way, php is an option right now, and there are a host of webamil
programmes available. I'd go grab one or two and take it from there.
