Alternateley, you could redo your init to use parallel Make (as featured
on Slashdot recently) so tasks not dependent on eth1 can execute
betimes.

I predict... within two version numbers all Linux distributions will be
using some kind of parallel init scripts.  I further predict no BSD will 
do this, ever.
