[MLUG] How to shorten ETH1 Timeout?

Does anyone know how to shorten the time out for eth1? I have a computer with 2 nics and only one is active now but I would like to keep 2 cards in the box. 
When the box reboots it takes 60-90 seconds for it too go past int eth1... Is there away to shorten this timeout?
