Hardware modem? $11? Okay, which do you want? An $11 modem, or a
hardware modem? Best local deal I've found on a decent 56K external is
about $40 after rebates. They aren't in as much demand as they used to
be, so their prices went back up. I have been able to get surplus 28.8k
modems for around $11, but never a 56k.

Exactly what I did a couple of years ago. I have an external modem (got
it at Circuit City) attached to my e-smith server/gateway solution
(www.e-smith.org). Works great!
