I think most inconsitancy in Linux is caused because almost every major
app has it's own GUI abstraction layer it uses to make it easier to port
the program between enviroments. So small apps mostly have the default
look and major apps tend to each have their own cross-platform look that
tries to pretend to be native. Mozilla is making an attempt to unify the
abstraction layer used for cross-platform apps which would help but would
take a long time to catch on. Myself I currently like wxWindows and it's
various child projects (wx for Python, Perl, Ruby, etc) because it's
cross-platform but implemented in each enviroments native GUI. The
downside to this is that what looks great in Linux may look like shit in
Windows or vice versa. Mac and Windows programmers have it easy because
they generally are not trying to support other platforms.
