How hard would it be?

Give a half of a class C to the library for Wireless Internet...

Set it up like this:

Laptop====>AP===>Switch===>APRouter===>Edge Router====>Internet

Plug all of the AP's into one switch, then plug the switch into a secondary router.
Set up a simple route statement to forward all of the traffic from the secondary router to the Edge router and you have secured your private network and gave internet access to the library. 

Of course all you would be able to do is surf the internet.

There are some very serious security concerns with allowing access like that.
They would have to proxy or firewall the network that those access points were connected to like they were on a very hostile network. Otherwise, and one with a notebook and a wireless NIC could use that network access for bad things. Very bad things.

Ah, somebody who knows what the situation is at the library. :-)  So the 
quesion I have is whether there is now or whether there are plans for 
wireless connectivity in the library.  It's gratifying I'm sure that most 
of the public access terminals get heavy use, but on the other hand, it 
would be nice just to be able to crack open the old notebook from one of 
those comfy chairs...
