I've seen a similar thinking in government. Microsoft is for the 2000's
what IBM was for the last half of the 1990's: The safe, secure thing.
Now, you may scoff when I say, 'safe, secure'. Microsoft is judged by
management types as a company, not a line of products. Managers often buy
based exclusively based on the perceived stability of the company and to
what degree the company looks like a leader in its industry.

I believe the software you're referring to is Communigate Pro by Stalker
Software. Unfortunately most decisions are bureaucratically driven
rather than technically driven.
