Same here.  The only time I'm forced into HTML is when I'm replying to some
HTML emails.  Not sure how it decides, but sometimes Outlook will decide I
can't change the formatting to plain text when replying.  (Usually to emails
off the list, btw).  It might be due to the "dual format," though.  If an
email comes with both formats, then it would be a simple matter to chose one
over the other, while Outlook might not be able to pull the text out of the
HTML if it wasn't sent dual..
