Is this probably related to the HTML encoding you are talking about
here, or maybe something with evolution/gnome, or both?<

At our office, we have a similar problem with e-mail from Lotus Notes
systems.  It seems to be related to the way those clients implement
Microsoft's variations on MIME, but that's just a theory.
