I'm not really familiar with Merlin but if you're just wanting a secure
channel for anonymous users but don't want to create individual user
accounts and don't want to have to enter the password I'd suggest that for
each user that doesn't want to enter the password have them generate their
key pair for their normal machine and install a copy of the key on the
server. This has to be done per user per machine but I'll assume most
users stick to one primary account and server the majority of the time.
I've seen interfaces like the for CVS over SSH so I think you shouldn't
have to much trouble unless you have an admin that is just to busy to
spend time managing keys.
