It's not, but have you ever tried it? ;) I just don't think you can get 
wattage information for *every* component in your computer (SDRAM, PCI 
cards, USB bus power needs, etc.). Many of vendors simply don't publish it.

Besides that, many new motherboards with ACPI require power supplies to 
provide certain amount of current for standby features to work. I'm 
guessing if you got that covered, add some extra wattage for your hard 
drives and then you should be well covered. :)
