A couple reasons:
1. I can find the 20gb for between $129 (refurb) and $189 (new), but
the 30gb is quite difficult to find.
2. I am not sure I trust the 30gb in the 9.5mm size....

On the 30, that would be a prefered option. On the 20.... Well I use
database applications under Linux that tend to use a lot of disk space
for database devices and such.
In response to someone else's comment, the Inspiron 4000 has a single
screw that needs to be removed, one drive is slipped out, and the other
slipped in. Theoretically it is a simple and clean operation and there
is no need to get inside the case.
The ease of access for RAM and hard drives is a far cry from the first
laptop I had (a Zenith 8088-based machine with dual floppies). With
that machine there were NO options for user replacement of anything.
