Yes, I noticed it too. Kind of funny, I was blamming it on mediacom
because both mlug and the city of columbia site were slow, until I
remembered they have the same ISP and tried out slashdot, which was fine.

It seems to have recovered by about 6:10PM 3/4. At the top of the hour it
was really slow. 175ms-1 second ping times to mlug.missouri.edu, if it
successful pinged at all.

I'm sure there are people on the list who more about this then me, but
back in 97 the bandwidth providers were all losing money (witness Global
Crossings) and now they want to actually make a profit. And since I havn't
noticied an increase in price in the home market, I imagine the ISPs are
just responding to the increase in price by giving less bandwidth (witness
Mediacom, though I've havn't noticied much difference myself).
