I've been try look through the rc scripts,
I can't find ${ntpdate_program: -ntpdate} any where in the scripts.
I know that ${ntpdate_flags} = "ncar.ucar.edu"

${ntpdate_program: -ntpdate} ${ntpdate_flags} >/dev/null 2>&1

# ntpdate ncar.ucar.edu
13 Jan 19:57:13 ntpdate[21687]: no server suitable for synchronization found
#

That is the same results when you do the command FreeBSD aswell as linux
So what is that FreeBSd's init scripts include that isn't here?
