When in doubt run nmap? Even that doesn't always tell you
though. Sometimes if you run 'A Very Bad Query'(tm) and then try to
restart MySQL rather than killing the processes and then restarting it
you'll get files hung open that don't let it restart properly without
help.

If it is running make sure you have the right host and all that
selected. Usually it has a different error message in those cases though.
